Fiscal year ending June 30, 2013 is 90 pages and was completed March 2014. Insurance is on the last 11 pages. CalPers invests in Monsanto. “We (Gallina of Roseville) conducted our audit in accordance with auditing standards generally accepted in the United States of America AND the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States.”  Note -–-keep in mind that when you see U.S., or United States without the word America . . . we’re talking Corporation, not landmass.

Page 3 references many times that the “. . . statements are free from material misstatement, whether due to fraud or error.”

Page 4 tells us ten times, that basic financial statements are used. Translation: NO ONE, not the people, not the Grand Jury, not even the auditors see ALL of Humboldt County’s records and books. H.S., C.R., and all school districts are conveniently not included . . . not to worry . . . . . slave-speak anesthetizes the criminals and thieves. They beLIEve their behinds to be covered.

Page 9: Total government funds Fund Balance increased by $2,964,951 in comparison with the prior year. The major governmental funds had changes in fund balances as follows: General Fund increased $5,327,427, Roads Fund increased $1,009,461 and Headwaters Mitigation Fund decreased $1,219,877. None of the current General Fund balance is currently assigned.

Page 15: Total net position – $451,637,033. Last year’s was $452,072,414.

Page 32: The Headwaters Mitigation Fund is used to reimburse the County for the loss of property and timber tax revenues subsequent to the Headwaters Forest purchase (?) by State and Federal agencies.

Question; what percentage of Humboldt’s terra firma does State and Federal agencies have tentacles on?   Property tax paid?  Ever?

Reimburse. This is like ‘Revenue Recovery’ in Oz on the first floor of the Administration Bldg. To ‘re-cover’ or ‘re-imburse’ something, generally means that you had something, lost it, and recovered it. IFF you did not have it in the first place, how can you be re-imbursed for it? We’re talking priceless redwoods, fawn, flora and fish from another time here, the Headwaters Forest. Never mind that U.S. INC. is restricted by the Constitution for the united States of America in Article I, Section 8, Clause 17 investing Congress with the power of exclusive legislation in a District not exceeding ten miles square on the east coast. . . and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be for the Erection of Forts, Magazines, Arsenals, dock-Yards and other needful Buildings.
